{"id":36,"date":"2025-03-31T05:21:00","date_gmt":"2025-03-31T05:21:00","guid":{"rendered":"https:\/\/capitals.uralic.org\/?page_id=36"},"modified":"2025-04-22T07:29:54","modified_gmt":"2025-04-22T04:29:54","slug":"statutes","status":"publish","type":"page","link":"https:\/\/capitals.uralic.org\/et\/about-us\/statutes\/","title":{"rendered":"Statutes"},"content":{"rendered":"<div class=\"bde-globalblock-36-100 bde-globalblock\"><section class=\"bde-section-161-100-161-1 bde-section bde-section-161-100\">\n  \n  \n\t\n\n\n\n<div class=\"section-container\"><h1 class=\"bde-heading-161-101-161-1 bde-heading bde-heading-161-101\">Statutes<\/h1><div class=\"bde-fancy-divider-161-103-161-1 bde-fancy-divider bde-fancy-divider-161-103\">\n\n\n<div class=\"bde-fancy-divider__wrapper\">\n  <div class=\"bde-fancy-divider__separator\">\n  \t  <\/div>\n<\/div>\n\n<\/div><\/div>\n<\/section><\/div><section class=\"bde-section-36-101 bde-section\">\n  \n  \n\t\n\n\n\n<div class=\"section-container\"><div class=\"bde-rich-text-36-102 bde-rich-text breakdance-rich-text-styles\">\n<p class=\"p2\"><b>Statutes of the Finno-Ugric Capitals of Culture Programme <\/b><\/p><p class=\"p3\"><i>Wishing to<\/i> contribute towards the preservation and progress of Finno-Ugric peoples, languages and cultures;<\/p><p class=\"p3\"><i>Recognizing<\/i> the need for creating new socio-economic development opportunities for Finno-Ugric peoples;<\/p><p class=\"p3\"><i>Encouraging<span class=\"Apple-converted-space\">\u00a0 <\/span><\/i>efforts to strengthen Finno-Ugric identity and image \u2013 both in traditional Finno-Ugric regions, in historical diasporas of Finno-Ugric peoples and worldwide,<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span><\/p><p class=\"p3\">URALIC Centre NGO and Friends of Kindred Peoples NGO (Sukukansjojen yst\u00e4v\u00e4t ry) have agreed to jointly administer the programme of Finno-Ugric Capitals of Culture.\u00a0<\/p><ol class=\"ol1\"><li class=\"li3\"><b>Meaning of the Finno-Ugric Capital of Culture<\/b><ol class=\"ol1\"><li class=\"li3\">The title of Finno-Ugric Capital of Culture allows its holder to act as a symbolic cultural heart of the international Finno-Ugric movement.\u00a0<\/li><li class=\"li3\">Any populated area with a significant share of Finno-Ugric population - both traditional Finno-Ugric territories and historical Finno-Ugric diasporas, irrespectively of the size of its population, may qualify for the title of Finno-Ugric Capital of Culture.\u00a0<\/li><li class=\"li3\">Applicant of the Capital of Culture programme can be a public authority (e.g., municipality or regional administration) or a non-governmental organization. In either case, co-operation between public sector and civil society in developing and implementing the Capital of Culture programme is expected.<\/li><li class=\"li3\">The title of a Finno-Ugric Capital of Culture is awarded for one calendar year: from January 1 to December 31.<\/li><\/ol><\/li><\/ol><p class=\"p5\">\u00a0<\/p><ol class=\"ol1\"><li class=\"li3\"><b>Rights and obligations of Finno-Ugric Capitals of Culture <\/b><\/li><\/ol><ol class=\"ol1\"><li style=\"list-style-type: none;\"><ol class=\"ol1\"><li class=\"li3\">The title of Finno-Ugric Capital of Culture confers the following rights to its holder:<ol class=\"ol1\"><li class=\"li3\">To officially present itself as Finno-Ugric Capital of Culture, including in information materials, public space and media.\u00a0<\/li><li class=\"li3\">To use symbols of Finno-Ugric Capital of Culture as agreed (see 6. Symbols of Capital of Culture)<span class=\"Apple-converted-space\">\u00a0 \u00a0 \u00a0<\/span><\/li><li class=\"li3\">Adapt and elaborate the preliminary programme in co-ordination with the Secretariat of Finno-Ugric Capitals of Culture (Secretariat). (See 3. Administration of Capital of Culture)<\/li><\/ol><\/li><\/ol><\/li><\/ol><p class=\"p6\">\u00a0<\/p><ol class=\"ol1\"><li style=\"list-style-type: none;\"><ol class=\"ol1\"><li class=\"li3\">The title of Finno-Ugric<span class=\"Apple-converted-space\">\u00a0 <\/span>Capital of Culture confers the following obligations to its holder:<ol class=\"ol1\"><li class=\"li3\">To form an Organizing Committee\u00a0<\/li><li class=\"li3\">Submit to the Programme Bureau<span class=\"Apple-converted-space\">\u00a0 <\/span>for approval a detailed Capital of Culture programme at prior to commencement of the Capital of Culture year<\/li><li class=\"li3\">Implement a cultural programme that includes:<ol class=\"ol1\"><li class=\"li3\">At least 12 official programme events during the year<\/li><li class=\"li3\">At least one programme event in every quarter<\/li><li class=\"li3\">One flagship event \u2013 key event<span class=\"Apple-converted-space\">\u00a0 <\/span>of the year<\/li><\/ol><\/li><\/ol><\/li><\/ol><\/li><\/ol><p class=\"p3\">3. <b>Administration of Capitals of Culture\u00a0<\/b><\/p><p class=\"p3\">URALIC Centre and Sukukansojen yst\u00e4v\u00e4t form a Secretariat of the Finno-Ugric Capitals of Culture programme with the following tasks:<\/p><p class=\"p3\">a) Administer annual competitions for the title of Capitals of Culture<\/p><p class=\"p3\">b) Assemble the selection jury according to criteria listed in the current statutes<\/p><p class=\"p3\">c) Advise the Organizing Committee on programme development, marketing and other relevant topics.<\/p><p class=\"p3\">d) Raise international awareness of the Capitals of Culture programme<\/p><p class=\"p3\">e) Build domestic and international partnerships for the Capitals of Culture programme<\/p><p class=\"p3\">f) Seek opportunities to secure additional financing for the Capitals of Culture programme with the view to ensure long-term sustainability of the programme<\/p><ol class=\"ol1\"><li class=\"li3\"><b>Selection of Capitals of Culture <\/b><\/li><\/ol><p class=\"p3\">4.1. Finno-Ugric Capitals of Culture are selected as a result of an international competition. Capitals of Culture are selected transparently, in accordance with the procedures and described in the current statutes. Capitals of Culture selection process is co-ordinated by the Secretariat while the selection is made by Capitals of Culture jury.<\/p><p class=\"p3\">4.2. Capitals of Culture jury consists of 5 members selected by the Secretariat<\/p><p class=\"p3\">4.3. Members of the Capitals of Culture selection jury represent the geographical and ethnic diversity of the Finno-Ugric world, and are independent in their decisions<\/p><p class=\"p3\">4.4. Capitals of Culture applications are to be evaluated based on the following criteria:<\/p><ul class=\"ul1\"><li class=\"li3\">Substantive quality of the proposed program of the Capital of Culture year\u00a0<\/li><li class=\"li3\">Engagement of civil society<span class=\"Apple-converted-space\">\u00a0 <\/span>in developing and implementing the programme\u00a0<\/li><li class=\"li3\">Availability of resources and administrative support<span class=\"Apple-converted-space\">\u00a0 <\/span>to implement the programme<\/li><li class=\"li3\">Prior experience of Applicant<span class=\"Apple-converted-space\">\u00a0 <\/span>in implementing cultural projects<\/li><\/ul><p class=\"p3\">4.5. Capitals of Culture will be selected according to a procedure and timeline determined by the Secretariat and published on the website of Finno-Ugric Capitals of Culture.<\/p><p class=\"p3\"><b>5.<span class=\"Apple-converted-space\">\u00a0 <\/span>Ensuring Diversity of Capitals of Culture\u00a0<\/b><\/p><p class=\"p3\">5.1. Capitals of Culture programme aims to offer an equal opportunity to participate for all Finno-Ugric peoples and regions while ensuring that the programme reflects the cultural and geographic diversity of the Finno-Ugric world.<\/p><p class=\"p3\">5.2. To ensure minimal cultural and geographic diversity of the programme, two locations from the same country (in case of all countries with Finno-Ugric indigenous populations except the Russian Federation) or from the same federal subject of the Russian Federation) cannot be capitals of culture on consecutive years.<\/p><p class=\"p3\"><b>6. Symbols of the Capital of Culture <\/b><\/p><p class=\"p3\">6.1. Every Capital of Culture designs a logo for the Capital of Culture year<\/p><p class=\"p3\">6.2.
